- Preparing and drafting of bid advertisement. This is only applicable when procuring under open competitive bidding. ➢ Preparing of bidding documents/Request for quotation (RFQ), request for proposal (RFP). These are document that sent to suppliers describing the specifications, the location of delivery, time, the quantity to be delivered among other requirements. ➢ Preparing submissions to the Contracts Committee (CC). These are prepared such that the CC approves the procurements and awards contracts of certain procurements. ➢ Issuing of solicitation documents to the suppliers using PP form 8. ➢ Receiving of bids from the suppliers. After issuing out the solicitation documents to the suppliers, suppliers submit bids and they are recorded using PP form 11 for supplies, works and non-consultancy services and PP form 22 receipt of expression of interest for consultancy services. ➢ Opening of bids. This is done after the deadline of receiving the bids.This is usually carried out every Wednesday at the office in the meeting room with presence of bidders where necessary. ➢ Taking part in evaluation of bids with other evaluation committee members. This is done basing on the evaluation criteria set and approved by the contracts committee. ➢ Preparing of evaluation reports. After evaluation of the bids, an evaluation report has to be prepared, on which award of contract is based.
